Professor,Department of Civil, Environmental, and Construction Engineering

Dr. Chang conducts a research program and teaches courses in the area of environmental and hydrologic systems analysis. He is a professor in Civil, Environmental, and Construction Engineering Department at University of Central Florida (UCF) at present. Chang received his B.S. degree in 1983 from the National Chiao-Tung University in Taiwan, and his Master’s and Ph.D. degree from Cornell University, USA in 1989 and 1991, respectively. He was a professor with Environmental Engineering Department at Texas A&M University-Kingsville before joining UCF in 2005. He is also an elected fellow of the American Society of Civil Engineers (ASCE), a registered professional engineer (PE) in Texas, A Board Certified Environmental Engineering (BCEE), Diploma of Water Resources Engineering (D.WRE), an accredited professional with Leadership in Energy and Environment Design (LEED), and an elected member of the European Academy of Sciences (EAS).

At UCF, Chang teaches courses in Introduction to Environmental Engineering, Industrial Ecology, Advanced Hydrology, Hydraulics, Fluid Mechanics, and Environmental and Water Resources Systems Analysis. He has supervised /co-supervised near 40 masters and Ph.D. students. He is also with UCF Water Research Center and Stormwater Management Academy where he is actively involved in making his Systems Engineering Research connected with higher education program in the area of sustainability-based engineering application. Research activities include both basic and applied sciences for the development of original computing applications in the area of evolutionary computing, remote sensing and sensor technology, decision support system and artificial intelligence, green materials and ecological engineering, low impact development and stormwater management, watershed management, and on-site wastewater treatment. Many current and previous projects lie on the interfaces between these topics leading toward achieving the goals in the nexus of resources management, technology integration, and engineering optimization.

Dr. Chang has 142 peer-reviewed journal publications and 131 conference papers as of June, 2009 Articles published have been cited world wide for over 1410 cites as shown in the Science Citation Index (SCI) database as of July, 2008 (on ISI Web). He was one of the founders of International Society of Environmental Information Management and the former editor-in-chief of Journal of Environmental Informatics. Recently, he served as guest editor for the Special Issue of the Journal of Environmental Management, Journal of Environmental Modeling and Assessment, Practice Periodicals of Hazardous, Toxic, and Radioactive Waste Management, ASCE, and Stochastic Environmental Research & Risk Assessment. He is also sitting in the editorial board of Journal of Applied Remote Sensing as associate editor (Official Journal of International Society of Optical Engineering (SPIE)), and board members of 9 international journals, including Journal of Environmental Management, Stochastic Environmental Research & Risk Assessment, Environmental Management, Environmental Impact Assessment Review, Journal of Civil Engineering and Environmental Systems, Journal of Recent Patents on Chemical Engineering, Journal of Information Technology Research, The Journal of Solid Waste Technology and Management, and Journal of the Chinese Institute of Environmental Engineering.
